Thank you Dawn. Yes, it is true that ODL requires some policy changes that may not be apparent in a face-to-face mode of learning. The policies may range from Learner support policies in the ODL environment to policies on management of LMS ,if it a virtual learning environment. There is also need for policy on the number of students that constitute a class as you have put it.
